Make some custom buffs like Elune's Blessing which are obtained by a quest chain. Some suggestions:
Ahn'Qiraj Reward Buff (melee)

You can also make them purchasable with VPs or DPs.
Besides theese add some custom buff scrolls for very high amount of VPs or only for DPs:

Rallying Cry of the Dragonslayer - wowhead.com/spell=22888
You can disable them in PvP if you want.
For custom spells add:
One for taking agro
One ranged spell for pulling mobs/ bosses
One with HoT effect.
One with DoT effect.
One with slowing effect.
And make them purchasable with VPs / DPs.
